About

A coordination point,
not a program.

Central Outreach Hub is a peer-led coordination point inside Central United Church at 131 7th Avenue SW in downtown Calgary. It serves individuals who have disconnected from housing, health, income, and social systems. For many, COH is a consistent access point when other systems have lost contact. This work is led by individuals with lived experience who understand the realities of navigating homelessness and recovery.

COH does not deliver most services directly. It hosts aligned partner organizations within a shared governance framework. Each partner retains autonomy over their programming while operating under COH's coordinated model and shared policies. The result is a single environment where multiple pathways to stability are accessible without fragmentation.

COH operates as a stable coordination point within Calgary's service landscape, strengthening existing system investments by maintaining engagement where those systems lose contact.

COH operates as a consistent access point within Calgary's urban core, supporting ongoing engagement where many individuals experience repeated disconnection from formal systems. Multiple partner organizations deliver services within the Hub. COH coordinates the shared environment. Partners retain autonomy over their programming.

How It Works

Coordination
infrastructure.

COH is not a service provider. It is the coordination layer that enables partner services to function more effectively within a shared space. Partner organizations retain full autonomy over their programming. COH governs the operating environment, maintains partnership alignment, and provides the peer-led engagement that keeps individuals connected across services and through system transitions.

01

Centralized Access

A single low-barrier environment where individuals can walk in without appointments, referrals, or prerequisites. COH provides the consistent access point that formal systems depend on but cannot maintain on their own.

02

Partner Coordination

Partner organizations deliver their services within the Hub under a shared governance structure. COH coordinates partner presence, maintains alignment with shared values, and ensures consistent operating standards across the space.

03

Peer-Led Engagement

Peer workers maintain the trust and relational continuity that keeps individuals connected over time. This engagement layer enables follow-through on services and addresses the pattern of disengagement that occurs without consistent contact.

"Central Outreach Hub operates under an independent governance structure and serves as the steward of the Hub's mandate, space, and partnership framework. While partner organizations retain autonomy over their individual service delivery, participation within the Hub requires alignment with COH's shared values, policies, and coordinated model."

Basic Needs & Stabilization

Daily meals, clothing, and hygiene access provide immediate stabilization for individuals accessing the Hub. These consistent, low-barrier services function as the primary entry point for ongoing engagement and connection to longer-term supports.

Peer Support & Engagement

Peer workers with lived experience maintain consistent contact with individuals who have disconnected from formal services. This relational continuity keeps people engaged over time and enables follow-through when partner services are available.

Service Connection

Partner organizations operate within the Hub and provide direct connection to housing, income support, identification, and healthcare. COH provides the coordinated environment where these connections are initiated and sustained.

Indigenous Wellness

Culturally grounded programming is delivered within the Hub by partner organizations. Indigenous individuals are significantly represented among those accessing COH, and cultural engagement is embedded within the Hub's coordination model.

Health Access

Health services including community nursing, foot care, wound care, and STBBI testing are delivered by partner organizations within the Hub. No appointments or prerequisites are required.

Housing Stability Support

Partner organizations deliver tenancy stabilization and post-placement support within the Hub. COH maintains engagement before, during, and after housing placement, providing continuity through the transition period when disconnection risk is highest.
